Meri Kirihimete from Tātau Tātau o Te Wairoa Trust

As 2019 draws to a close, we can reflect on the year, and we can look forward for what is to come as we carry out the work you, our people, have entrusted us to do. 

First and foremost, we acknowledge whānau members throughout the motu who have passed during the year. We also share the sorrow of all those who have been impacted by the aftermath of the Whakaari eruption. Our thoughts are with Ngāti Awa during this time of immense grief.

Now, as we turn our attention to Wairoa, and work to realise the benefits of our settlement, we must also acknowledge the hard work of our tīpuna who set the wheels in motion so we could be where we are today. 

For Tātau Tātau, much of 2019 was absorbed by implementing the structure of the Unit Trust and Kāhui representation model, which you approved in 2018. This mahi included our Kāhui finalising their Trust Deeds and holding their Kāhui representative elections and appointment of Directors to our Commercial Board. 

It was wonderful to connect with whānau at the Engagement Hui in November where we sought your feedback on our Five-Year Strategic Plan and Annual Plan. It was great to see both familiar and new faces, and we are thankful for your support as we work to realise a prosperous future for the Hapū and Iwi of Te Rohe o Te Wairoa. 

It was important to us that we had our members’ input into our Five-Year Strategic Plan and Annual Plan, an important document that will shape our kaupapa over the years to come. The feedback we received was invaluable and we took this feedback on board as we updated the plan once feedback had closed on 30 November. 

We were pleased to receive approval on our Five-Year Strategy and Annual Plan at our Annual General Meeting on 14 December. Now we are geared up to work towards those milestones for 2020 and we look forward to updating you on our progress over the coming months.

General Manager and Commercial Advisor appointments

It is our pleasure to announce the appointment of Mr Lewis Ratapu to the position of General Manager for Tātau Tātau o Te Wairoa Trust. Lewis has strong whakapapa connection to Mahia and Te Wairoa and is currently employed as the General Manager for Business Growth and Design at Te Taiwhenua o Heretaunga. We wish him all the best in this role in leading our operational team.

We wish to also announce the appointment of Deloitte as our Commercial Advisor. After advertising and unsuccessfully attracting a suitable candidate for this role, a Request for Proposals (RFP) process was undertaken, through which the selection was made. Our relationship with Deloitte builds upon previous work the organisation has undertaken for Tātau Tātau and will be led by Mr Lee Gray from Deloitte who has whakapapa connections to Whakakī. Whānau, now is our time to be the successful Hapū and Iwi of Te Rohe o Te Wairoa that we always aspired to be. Our future is bright and we are so glad to have you with us on this next phase of our journey.

Ahead of our Annual General Meeting on Saturday 14 December, Tātau Tātau o Te Wairoa Corporate Trustee is pleased to make available the final Five-Year Strategic Plan and Annual Plan for your perusal ahead of, and approval at, the AGM.

The Five-Year Strategic Plan and Annual Plan, which was originally presented to members in the November 2019 Engagement Hui Information Booklet and at the Engagement Hui across Aotearoa, has been amended following feedback received at these hui and via our feedback form on our website.

2.   That the Tātau Tātau o Te Wairoa Trust Annual Report 2019 and the duly audited Consolidated Financial Statements for the period ending 30 June 2019 be adopted.

3.   That the appointment of BDO Gisborne Limited as the Independent Auditor for the 2019/2020 Income Year be approved.

4.   That the Tātau Tātau o Te Wairoa Trustee Limited Director Remuneration Levels for the 2019/2020 Income Year be approved.

5.   That the Five-Year Strategic Plan 2019/2024 and Annual Plan 2019/2020 for Tātau Tātau o Te Wairoa Trust be approved.

Voting will be by show of hands of those Adult Registered Members present at the AGM.

PĀNUI UPDATE AND NOVEMBER ENGAGEMENT ROADSHOW

We hope this pānui finds you, the Iwi and Hapū of Te Rohe o Te Wairoa, well.

We ended 2018 on a very positive note, with a 91.78% YES vote from those Adult Registered Members who voted on our final representation and asset arrangement model, and required Trust Deed updates. This positive outcome meant we could move forward with the Unit Trust Model, and the Kāhui representation it is supported by. Ngā mihi to all who helped make this possible.

It has been a busy year to date for the Trust and the Kāhui, and we are pleased to be able to provide you with a full update today.

We appreciate it has been a while since the Trust has been in touch with you via pānui, and we thank you for your patience as we sorted out matters relating to implementing the structure of the Unit Trust Model you voted on last year.

November 2019 Engagement Roadshow

We are holding a round of Engagement Hui across Aotearoa in November, so that we can get your feedback on our Long Term Strategic Plan, which sets out our strategic direction for the years ahead. This has been an important item on our workplan for 2019, and is currently in draft form.

Your feedback is important to us, so we encourage you to attend one of the hui if you can and have your say on our future values and aspirations, strategic pou, and vision for the future.

Kāhui update

Over the course of 2019, our Kāhui finalised their structures, Trust Deeds and held their Kāhui representative elections. Many Kāhui are progressing forward with their strategic planning and annual work programme.

Each Kāhui had an option to receive their 1st distribution – an equal 1/7th share of $2.477 million. A further two distributions per Kāhui are optioned over the next two years, with future distributions dependent on investment performance and returns. We encourage you to approach your respective Kāhui for any questions and updates on your trust structure, elective representatives and work programmes.

Tātau Tātau o Te Wairoa Kāhui Representatives

Tātau Tātau o Te Wairoa Trust Kāhui elections were held between December 2018 and August 2019. Ngāti Rakaipaaka election results are due at the end of November 2019.

Your Tātau Tātau o Te Wairoa Trust Representatives are:

Commercial Board update

Earlier this year, we advertised for directors on the Commercial Board, through the Seek website and via newspaper.

The appointed Commercial Board Directors are:

  • Tony Gray (Chair)
  • Jason Rogers
  • Michael Crawford
  • Rangi Manuel
  • Tina Porou

Appointments for these roles have been made on a ‘best person for the role’ basis, i.e., they had to show they had the ability and expertise to maximise returns that will either be re-invested or distributed to Kāhui. Candidate selection was done in consultation with qualified independent agency, Deloitte.

The Commercial Board directors will stand for an initial period of two years. The Commercial Board is a separate board from the Tātau Tātau Board. The commercial company board have just finished preparing a Statement of Investment Policy and Objectives (SIPO) which includes the parameters under which the commercial company board will operate. The SIPO has been approved by the directors of the Corporate Trustee of Tātau Tātau o Te Wairoa Trust. You can access the SIPO here.

Other updates

  • Our Forestry Companies looking after our Patunamu Forest and Wharerata Forest interests are now in place and operating with appointed directors.
  • We recently advertised for a General Manager for Tātau Tātau o Te Wairoa Trust. This role will be responsible for the day-to-day operations and management of the Trust. We also recently advertising for a Commercial Advisor for the Trust. This role will be responsible for implementing the decisions of the Board of Tātau Tātau o Te Wairoa Commercial Limited, Tātau Tātau’s commercial entity. Applications for these roles are currently being reviewed. 
  • Tātau  Tātau o Te Wairoa Trust has leased part of the ground floor space at the Wairoa Waikaremoana Māori Trust Board, 34 Marine Parade West, Wairoa. The lease commenced last month and will eventually become the operating base for our General Manager and any administrative staff.

The remainder of 2019, and 2020, is shaping up to be big years for our whānau, hapū and iwi. We’ve spent the last 30 years working hard to get to this point. We’re proud to now have set a solid foundation to allow us to move forward.

Seeking a General Manager

Tātau Tātau o Te Wairoa (TToTW) Trust is searching for individuals to fill the role of General Manager.

We are now entering an exciting new era and are moving forward with seeing the benefits for the iwi, hapū and whānau of Wairoa with a specific focus on achieving cultural, social, and economical benefits.

The primary purpose of this role will be to represent the interests of TToTW by leading and managing the organisational team to achieve the individual and organisational goals. The General Manager is also responsible for advising the Board as to the best use of TToTWT resources to support strategic outcomes. Their secondary purpose will be to manage relationships with identified stakeholders, to ensure appropriate support, communication and relationships are developed as required.

Seeking a Commercial Advisor

Tātau Tātau o Te Wairoa (TToTW) Trust is searching for individuals to fill the role of Commercial Advisor.

TToTW was established to manage the Settlement redress on behalf of the Iwi and Hapū of Te Rohe o Te Wairoa, which was received on 12 September 2018, as part of the settlement with the Crown for all the historical Treaty of Waitangi claims within the Wairoa District.

We are now entering an exciting new era and are moving forward with seeing the benefits for the iwi, hapū and whānau of Wairoa with a specific focus on achieving cultural, social, and economical benefits.

The Commercial Adviser through functional reporting will be responsible for implementing the decisions of the Board of Tātau Tātau o Te Wairoa Commercial Limited, TToTW’s commercial entity.

The primary purpose is the management of the asset portfolio, held in the commercial entity, within the specified risk and growth of funds available for distribution to carry out the Trust’s cultural and social objectives and Kāhui outcomes, while ensuring the protection of our taiao and to achieve growth of Tātau Tātau o Te Wairoa Trust’s assets.

2018 Annual Report 
The 2018 Annual Report, including the Financial Statements, can be downloaded from the Trust’s website here.

It includes the Chairperson’s Report on the Trust’s activities over the past year, and the full set of Financial Statements for the twelve months up until 30 June 2018.

This document is important for our Annual General Meeting (AGM) on 15 December. Inside the report is the AGM agenda and details of the resolutions to be voted on.

The Initial Trustees will be seeking the Adult Registered Members to resolve:

  1. That the reports on the operations of Tātau Tātau o Te Wairoa Trust by the Initial Trustees during the preceding Income Year of the Initial Period be received.
  2. That the Tātau Tātau o Te Wairoa Trust Annual Report 2018 and the duly audited Consolidated Financial Statements for the period ending 30 June 2018 be adopted.
